Tangshan Sanyou Chemical, China’s largest independent soda ash producer, has kept output high even as inventory builds, since Hou process plants are costly to idle and restart.

Xinyi Solar and Flat Glass Group, the two largest PV glass makers in China, have been cutting output by roughly 30% since last year to work through their own oversupply crisis, and that capacity has not meaningfully returned. The one glass segment that used to cushion soda ash demand is now adding to the drag instead.
